The Enemy must be SEEN to be Combatted!

 Our enemy is good at hiding his dais and antechamber. He puts many a figure before him as a distraction to others and a shield for himself. He uses Priest, Poet, Politician, and Praetorian as a cover and blanket behind which to conduct his foul alchemy of making money from nothing, and controlling destines based upon a false claim to creation of wealth.


They are there in plain sight. There before you sits the dark lord and his servants triumphant over you and your nation. Milking your wealth and strength to his own ends and to our ruin. There he is right there, in front of you. He is your taxes to live in your own home. Your restrictions upon travel. Your burdens that authority puts wrongly upon you, while taking for the beast,that is right that.

And yet the trees of the modern media world and the exigencies of the modern mode of survival blur mask and distort their true presence to all but those that can see--truly see, the second sight-- that one rotten tree; the tree of the other trees' genesis. The root of the matter going back into the abyss and into times long forgotten of man. You must clear the forest from the minds eye. You must calm the emotions and feeling of being hurried along by 'fate' or 'destiny'. You must conquer your own self, and then you will be able to concentrate your mind so as to say:

With me my Brethren day and night until our minds have brought the energy together to destroy our enemies. It is in our minds that our victory is to be won. Renewing the Catholic tradition of social justice and high human sense reported by the laws of our glorious past, the State assumes the task of ensuring that the Spanish Nation, the Bread and Justice.


To achieve this response, moreover, to strengthen the unity, freedom and grandeur of Spain comes to the social plane with the intention of bringing the richness in the service of the Spanish people, subordinating the economy to the dignity of the human person, taking into account their material needs and demands of their intellectual, moral, spiritual and religious.


And based on the idea of Spain as a destination drive, manifested by these statements, his plan of Spanish production also in the brotherhood of all its elements, provides a service unit to the strength of the nation and the good common to all Spanish.

(July 17, 1942)



The creation of a legal regime, the management of State administrative activity, the framework of the new order in an institutional system with clarity and rigor, requires a process which, both to achieve the best quality of the work and for roots in the country, should not be absent representations of the constituent elements of the national community. The contrast of views within the unity of the regime, the hearing of aspirations, and solvent based criticism and intervention of the legislative technique should contribute to the vitality, justice and development of positive law of the Revolution and the New Economy Village Spanish.

In this same line is the election by the full courts and legislature in each of the two Vice-Presidents and four Secretaries of the Bureau.


By virtue, I have:


Article 1 .- The courts are the highest organ of the Spanish people to participate in the work of the State. It's primary mission of the courts the elaboration and adoption of laws, subject to the punishment for the Head of State.


Article 2 .-


I. Courts are composed of attorneys included in the following paragraphs:


      a) Members of the Government.

      b) National Directors.

      c) The President of the Supreme Court, the State Council, the Supreme Council of Military Justice, the Court of the Realm and the National Economic Council.

      d) One hundred and fifty representatives of the trade union organization.

      e) A representative of the Municipalities of each province, elected by the municipalities among its members and another of each of the municipalities of more than three hundred thousand inhabitants of Ceuta and Melilla, elected by the respective municipalities among its members, a representative each Provincial Government and the Canary Isles Commonwealth, elected by the respective corporations among its members, and representatives of the local governments of the territories not incorporated into provinces, elected in the same way.

      f) Two representatives of the Family by each province, elected by those appearing on the electoral roll of heads of households and married women, in the manner established by law

      g) The Rectors.

      h) The President of the Institute of Spain and two representatives elected among the members of the Royal Academies that constitute it, the President of the National Research Council and two representatives of the elected members.

      i) The President of the Institute of Civil Engineers and a representative of the Federation of Engineering constituent, two representatives of the Bar, two representatives of Medical Colleges. A representative from each of the following associations: Agents of Change and Exchange of Architects, economists, pharmacists, graduates and PhDs in Science and Arts, graduates and PhDs in chemistry and chemical physics, Notary, of Attorneys of the Courts, Registrar of the property, Veterinary and other professional associations of higher academic degree which may hereafter be recognized for this purpose, to be elected by the respective Education Officers. Three representatives of the Chambers of Commerce, one of the Chamber of Urban Property and another on behalf of Tenant Associations, Boards or elected by their representative bodies.

      All those elected under this subsection shall be members of the respective colleges, corporations or associations that choice.

      The composition and distribution of attorneys included in this section may be varied by law, but their total number exceeds thirty.

      j) Those who by their hierarchy, military or administrative, or their relevant services to the country, appointed by the Head of State, heard the Privy Council, to a number not exceeding twenty-five.


II. All attorneys in representing the Spanish Village Courts should serve the nation and the common good and are not bound by any imperative mandate.


Article 3 .- To be Deputies of the Cortes is required:


1. Being Spanish and older.


2. Being in full possession of civil rights and freedom from political disqualification.


Article 4 .- The Deputies of the Cortes credited to the President of the same election, appointment or position entitling them to such investment. The President of the Parliament will be sworn, shall hold and issue the corresponding titles.


Article 5 .- The Deputies of the Cortes may not be arrested without prior authorization of the President, except in cases of flagrante delicto. The arrest in this case will be communicated to the President of the Cortes.


Article 6 .- The attorneys in court that they were by reason of the position they play, they will lose this status upon leaving it. Those appointed by the Head of State to lose by revoking it. Other Attorneys shall be for four years, being eligible for re-election, but if during these four years a representative of Provincial, City or corporation ceases as a constituent element thereof, shall also cease to hold office as Attorney.


Article 7 .-


I. The President of the Parliament shall be appointed by the Head of State between the Deputies of the Cortes that appear on a shortlist to be submitted to the Privy Council later than ten days after the vacancy occurs. His appointment will be endorsed by the Acting Chairman of the Council of the Realm.


II. Its mandate is six years, during which time maintaining its status as Attorney in parliament. The office of President of the Parliament will have the incompatibilities are specified in laws.


III. The President of the Parliament shall cease to hold office:


      a) On expiry of the term of office.

      b) A request, after his resignation accepted by the Head of State, heard the Privy Council meeting in the absence of the President of the Parliament.

      c) By decision of the Head of State in accordance with the Privy Council in a meeting similar to that provided in the preceding paragraph.

      d) inability appreciated by two-thirds of the Courts, chaired by First Vice-President or, where appropriate, the second vice president, after reasonable proposal from the Standing Committee, with a similar office, or the government.


IV. Vacancy in the presidency of the Parliament, it will pay the first Vice-President or, where appropriate, the second vice president until new president is appointed within ten days.


V. The two Vice-Presidents and four Secretaries of the Courts shall be elected by each legislature, and among their attorneys, by the plenary of the Parliament.


Article 8 .- The courts will work in plenary and committees. Fees are fixed and appointed by the President of the Parliament, a proposal from the Standing Committee and in accordance with the Government. The president sets, according to the Government, the agenda of both the plenary and the committees.


Article 9 .- The Court met in plenary for consideration of the laws that require this competition and also whenever called by the President, according to the Government.


Article 10 .- The Cortes will meet in plenary, the acts and laws aimed at any of the following subjects:


a) The ordinary and extraordinary budgets of the state.


b) Large operations and financial character.


c) The establishment or reform of the tax system.


d) The banking and monetary management.


e) The economic intervention of the unions and any legislation dealing in transcendental level, the economy of the nation.


f) Basic laws regulating the acquisition and loss of Spanish nationality and the rights and duties of the Spanish.


g) The political-legal management of state institutions.


h) The bases of local government.


i) The basis of Civil Law, Commercial, Social, and Criminal Procedure.


j) The basis of the legal and public administration.


k) The basis for land management, commercial and industrial.


l) The national education plans.


m) The same laws that the government itself or the relevant Commission proposal, decide to submit to the plenary of the Parliament.


Likewise, the Government may refer matters to the House or agreements are not held as law


Article 11 .- The bills to be submitted to the plenary will advance to report and proposed relevant Committees.


Article 12 .-


I. Within the jurisdiction of the Commissions of the Parliament all the provisions that are not covered by Article 10 and that you should take a law, either because it is established in a post this or because it's opinion in that direction by a committee composed of the President of the Parliament, a Minister designated by the Government, a director belonging to the Standing Committee of the National Council, an Attorney at Cortes with a bachelor's Counsel, the President of the State Council and Supreme Court Justice. The Commission shall give its opinion at the request of the Government or the Standing Committee of the Cortes.


II. If any Committee of the cut plants, during the study of a project, bill or independent motion, an issue which is not within the jurisdiction of the Courts, the President of these, on its own initiative or at the request of the Government, may require the opinion of the Commission referred to above. If the opinion is not deemed to be the question of jurisdiction of the courts, the matter shall be removed from the agenda of the Commission.


Article 13 .- For reasons of urgency, the Government may propose to the Chief of the enactment of decree-laws to regulate matters set forth in Articles 10 and 12. The urgency will be appreciated by the Head of State, after consulting the Commission referred to the previous article, which may draw the attention of the Standing Committee regarding contrafuero if warned. Continuous act of the promulgation of a decree-law will find it to Parliament.


Article 14 .-


I. The ratification of international treaties or agreements affecting the full sovereignty or territorial integrity of Spanish, will have a law passed by the House of the Parliament.


II. Courts in plenary or in committee, as the case may be heard for the ratification of other treaties affecting matters whose regulation is within its competence under Articles 10 and 12.


Article 15 .-


I. In addition to examination and elevated to the House of Government Bill, the legislative committees may submit bills to the President of the Cortes, whose task, according to the Government, its inclusion in the agenda.


II. Legislative committees may receive from the President of the Courts other tasks, such as studies, practice information and make requests or proposals. May become, for these purposes, special commissions other than legislative.


Article 16 .- The President of the Courts shall submit to the Head of State, for approval, the laws passed by them, which must be promulgated within one month of receipt by the Head of State.


Article 17 .- The Head of State, by a message driven and with the assent of the Privy Council, may return the law to Parliament for further deliberation.
